High Prelate Rata is a Zandalari troll located at the Chamber of Rezan in Dazar'alor. She is the leader of the Zandalari prelates and a member of the Zanchuli Council.
History
Battle for Azeroth
At the time of the Fourth War, the Zandalari prelates were led by Rata who served as the "Will of Rezan"; ensuring the protection of King Rastakhan and the Zandalari Empire.[1] After the loa Rezan was killed during the confrontation against the traitor Zul in Atal'Dazar,[2] a handful of prelates were still able to keep any sort of their holy powers, but according to Rata they were considered as suspects for this.[1]
When the time came for Talanji to succeed her father, assassinated by the Alliance during the Battle of Dazar'alor, Rata and her prelates came to support her to undergo the rite of kings and queens.[3] Following the ascension of Talanji, the prelates pledged themselves to the new Queen of the Zandalar Empire,[1] and Rata joined the new Zanchuli Council, in hope to serve as a voice of faith.[4]
The War Within
Following the destruction of Dalaran by Xal'atath, Rata and her Zandalari prelates were part of the Horde armies that traveled to Khaz Algar and were seen amongst the forces that arrived to aid the Arathi when the nerubians of Azj-Kahet launched an all-out assault on Hallowfall.[5] In the aftermath, Rata accompanied Sunwalker Dezco to observe Beledar in Mereldar and learn more about Renilash from Great Kyron.

When Zul killed Rezan, all prelates of Zandalar were devastated. As a young initiate, Nolaki struggled deeply. Only through our oaths and the teachings of the loa did we find the strength to move forward.
It seems similar for Tyr's followers. Tyr is restored, but I admire how steadfast his guard was in his absence. From what Nolaki told me, she has found common teachings between this Keeper and the loa.
I know Nolaki will always serve the loa as Ra'wani taught her. But she will learn from Tyr also.
I am proud she walks this path.
