The Silver Covenant is a militant faction of high elves founded and led by Vereesa Windrunner in Dalaran City. They rejected the admission of the blood elves into the Kirin Tor, and have taken it upon themselves to serve as a military deterrent for any potential Horde uprising. The Horde equivalent of the Silver Covenant are the Sunreavers.
During the war against the Lich King, they joined the ranks of the Alliance Vanguard and the 7th Legion, as part of the Valiance Expedition in Northrend. Eventually, after Jaina Proudmoore succeeded Rhonin at the head of the Kirin Tor, they managed to temporarily expel the Sunreavers from the city during the Purge of Dalaran. However, the latter ended up being reinstated during the third invasion of the Burning Legion, and the Silver Covenant pledged itself to the cause of the Unseen Path to fight the Burning Legion. By the end of the Fourth War, the Silver Covenant provided military support to the Alliance during the battle at the Gates of Orgrimmar, and since then, have maintained their observation of the Sunreavers' actions in Dalaran.
Background
When the Kirin Tor proclaimed themselves neutral in the conflict between the Horde and the Alliance, and instead sought to help bridge the gaps between the two factions, starting with reaching out to Quel'Thalas for magical support against Malygos,[1] the elven population of the Kirin Tor underwent something of a split: the portion of the elves who converted to the blood elven philosophy took up the name "the Sunreavers", named for their leader, Aethas Sunreaver, the only non-human on the Council of Six at the time who ensured the Horde a sanctuary within the city.
Conversely, the high elven members who opposed the notion of allowing the sin'dorei back into the Kirin Tor's ranks formed the Silver Covenant as a precaution against possible treachery from the Sunreavers.[2] Consequently, the Silver Enclave became the base of operations of the Covenant, and later of the Alliance in Dalaran. Its leader, Vereesa Windrunner, however, held no political sway within the city, thus leading to the blood elves officially being readmitted as members of the Kirin Tor.[3]
Wrath of the Lich King

During the war against the Lich King, the Covenant controlled the Alliance-exclusive district of the Silver Enclave in the city of Dalaran. They employed Silver Covenant guardian mages to expel Horde adventurers once they get too close to the Enclave's outer walls.
The Silver Covenant wasn't delighted having the Horde in Dalaran, with Garrosh Hellscream leading the charge in Northrend, and so they aligned themselves with the Alliance,[2] and joined the Alliance Vanguard. This feud was largely fueled by its leader, Vereesa Windrunner, who disapproved of the blood elves, though Vereesa herself had no political sway in the city, while numerous members of the six (including Archmage Modera[1]) vouched for the blood elves' readmission.
Some of their members later joined the ranks of the 7th Legion as battle mages, with Vas the Unstable as their representative, and were stationed in the arcane sanctum of Wintergarde Keep in the Dragonblight. They also represented the Alliance from the Silver Covenant Pavilion, their base of operations staffed by representatives of each race of the faction, in the Argent Tournament. The Argent Crusade asked the Covenant to help look after and train the creatures that the coliseum's champions would be fighting.[4][5]
Later the champions of the Silver Covenant helped fight the forces of the Scourge in the Frozen Halls and its Sunreaver counterpart in Dalaran, in order to restore the magical blade Quel'Delar defiled by Blood-Queen Lana'thel.
On the Sea Reaver's Run, the strait between Northrend and an island called Hrothgar's Landing, the covenant sailed their ships The Silver Blade and The Wavecrest, while the Sunreavers sailed The Crimson Dawn and The Firehawk. The ships fought the kvaldir back from Icecrown's main shore and had to slay the kraken they kept summoning,[6] with the help of adventurers.[7]
Cataclysm
In the wake of the Cataclysm, against the wishes of Silvermoon's Regent-Lord Lor'themar Theron, Vereesa Windrunner and the Silver Covenant were invited by Ranger-General of Silvermoon Halduron Brightwing to join forces with Vol'jin of the Darkspear tribe against the budding Amani Empire within the city of Zul'Aman. While their presence was not well received in the upper echelons of Silvermoon, Vereesa declared that Quel'Thalas was as much her home as it is their, and that she would not see it fall to their ancient enemy. To end the debate, Halduron stated that his role as Quel'Thalas' ranger-general permitted him to seek aid wherever needed to keep his homeland safe.[8]
Tides of War
During the attack on Theramore Isle, a number of high elves of the Silver Covenant were present to protect the city. After Thalen Songweaver escaped from Theramore, Vereesa led her soldiers to the western part of Dustwallow Marsh.[9]
Mists of Pandaria
During the Purge of Dalaran, Vereesa supported the Kirin Tor and Alliance forces to remove the Horde from Dalaran after Jaina Proudmoore discovered that Sunreavers helped Garrosh Hellscream steal the Divine Bell, using Dalaran portals to infiltrate Darnassus. While Jaina rounded up the Sunreavers who surrendered peacefully, Vereesa sent Alliance agents to prevent the Sunreavers from escaping and neutralize any Horde insurrections or Sunreaver sympathizers who were aiding and abetting their resistance to incarceration.[10] She notably ordered them to kill any defiant Sunreavers in the Sunreaver's Sanctuary[11] and the Underbelly,[12] as well as the shopkeepers in Magus Commerce Exchange who didn't side with the Silver Covenant.[13] Soon after, the Covenant came under attack by Grand Magister Rommath, whose assault on the city included undoing much of the Silver Covenant's attacks underground, in Krasus' Landing, and in the (now Alliance-controlled) Sunreaver's Sanctuary. With her orders carried out, Vereesa and the Silver Covenant went on to handle the rest of the purge, while Jaina and the adventurer met with King Varian Wrynn in Lion's Landing.[14]
The Silver Covenant was later seen supporting Jaina Proudmoore's Kirin Tor Offensive as they vied for control over the Isle of Thunder.

During the third invasion of the Burning Legion, Vereesa led the Silver Covenant to Trueshot Lodge, pledging their aid to the new leader of the Unseen Path following their inauguration.
Later, the Silver Covenant, together with the Sentinels and the Quel'Thalassian force, participated in the Nightfallen rebellion.
Some of their war priests could be seen fighting demons during the Legion Assaults in Azsuna and Val'sharah.
Battle for Azeroth
Shortly before the end of the Fourth War, the Silver Covenant supported the Alliance with high elven ballistae during the events of the battle at the Gates of Orgrimmar.[2]
Shadowlands
During the Scourge resurgence across the world, Justicar Mariel Trueheart called on their allies of the Silver Covenant to stand against the undead.[15] The high elves were later seen among the defenders of the Argent Tournament Grounds in Icecrown. At the request of the Argent Crusade, the Covenant also had to welcome the adventurers of the Alliance and ensure that each of them was fully aware of the risks involved in being here.[16] Following the death of Herald Dalora, a Silver Covenant Arcanist opened a direct portal to Stormwind City, connecting the pavilion with the Alliance capital.[17]
Exploring Azeroth
Following the war against the Jailer, the brothers Bronzebeard reported that Windrunner's Overlook is still the outpost of the Silver Covenant in Northrend, even after Dalaran moved years ago. According to Muradin Bronzebeard, while the Sunreavers may be back in the Kirin Tor, the Covenant was still watching them like hawks.[2]
Dragonflight
In the aftermath of the war against the Primalists, the Silver Covenant have replaced the worgen guards within the Greyfang Enclave of Dalaran.
The War Within
When Xal'atath and the nerubians of Azj-Kahet invaded Dalaran, the Silver Covenant defended the city and its citizens alongside the Sunreavers and the Kirin Tor.[18] After surviving the destruction of the city, they continued to protect the survivors from the nerubians when they were marooned on the Isle of Dorn.[19] Vereesa had moved away from Dalaran a few years prior and was not present when city was attacked.[20] Later, the Silver Covenant were seen patrolling Dornogal alongside Oathsworn Peacekeepers.
Silver Covenant Spellcasters were among those gathered to aid Aethas Sunreaver in cleansing the ruins of Dalaran of their excess arcane energy, as well as honoring those who lost their lives when the city crashed.[21]
