The Quel'dorei Steed is a unicorn mount that can be purchased for 100 
from 
Hiren Loresong at the Argent Tournament Grounds after reaching exalted with the Silver Covenant.
The Horde equivalent is the 
[Sunreaver Hawkstrider].
