The Horseman's Reins teaches you to summon the Headless Horseman's Mount, which serves both as a flying mount and a ground mount.

The saddle is buried in the cemetery of the Scarlet Monastery.[1]

Headless Horseman's Mount

This rare mount can be looted from  [Loot-Filled Pumpkin] which is awarded once per day to level 60 or higher characters who use the Dungeon Finder to form a group to kill the Headless Horseman during the Hallow's End seasonal event. Characters from levels 1-59 will instead receive the  [Loot-Stuffed Pumpkin], which will not contain the mount.

Achievement

Obtaining these reins will reward the Feat of Strength  [The Horseman's Reins].

Notes and trivia

  • As of patch 3.0.2, this mount was usable in combat, although it must have been channeled without interruption like any other mount.[citation needed] 
  • Prior to patch 4.0.1, it was not possible to mount flying mounts while swimming. Because the Headless Horseman's Mount functions as a ground mount in the water, unlike regular flying mounts, it was possible to mount in the water prior to 4.0.1 then take off by jumping out of the water.
  • It was the first flying horse mount in the game.
