The Stormwind Steed is a horse mount that can be purchased for 100 
from 
Arthur Flew at the Argent Tournament. Arthur will only sell to humans or champions of Stormwind.
Mount Journal
Although raised in Stormwind, this breed showed unusual aptitude for the cold weather in Icecrown.
Trivia
- Early on the PTR, this mount's name was Swift Stormwind Steed and it used the appearance of a paladin charger with non-glowing eyes and fewer 3D elements on the armor.

Patch changes
Patch 9.0.1 (2020-10-13): Now requires level 17 and Apprentice Riding (was level 40 and Journeyman Riding). 
Patch 3.2.0 (2009-08-04): Now requires level 40 (was 60). - Patch 3.1.2 (2009-05-19): Renamed from Swift Elwynn Steed. Appearance changed; previous appearance is available on the new
