Cloud serpent mounts are available in a variety of vibrant colors. When they were first added in Mists of Pandaria, they could only be used with the 
[Cloud Serpent Riding] skill, which required exalted reputation with the Order of the Cloud Serpent and was not account-wide. With Cloud Serpent Riding's removal in patch 6.0.2, cloud serpents now have the same skill requirements as most other flying mounts—though they can still be time-consuming to acquire in the first place.
All of these mounts are available to both factions.
Reputation rewards
[Reins of the Azure Cloud Serpent], 
[Reins of the Jade Cloud Serpent], and 
[Reins of the Golden Cloud Serpent] can be purchased for 3,000
each from San Redscale in the Jade Forest. You must be exalted with the Order of the Cloud Serpent to purchase them.
[Reins of the Thundering August Cloud Serpent] can be purchased for 10,000 from 
Sage Whiteheart at the Shrine of Seven Stars or 
Sage Lotusbloom at the Shrine of Two Moons. You must be exalted with the August Celestials to purchase this item.
[Reins of the Heavenly Golden Cloud Serpent] can be purchased for 100,000 
[Timeless Coins] from Mistweaver Ku on the Timeless Isle. You must be exalted with Emperor Shaohao to purchase this item.

[Reins of the Heavenly Azure Cloud Serpent] is a reward from [Lord of the Reins].
[Reins of the Heavenly Crimson Cloud Serpent] is a reward from 
[Glory of the Pandaria Raider].
[Reins of the Thundering Jade Cloud Serpent] can be purchased for 3,000 from guild vendors after your guild has earned 
[Guild Glory of the Pandaria Raider]. You must be exalted with your guild to purchase this item.

[Pristine Cloud Serpent Scale] from Zhang Ku <Rajani Provisioner> in the Vale of Eternal Blossoms. The scale drops from Rei Lun, who only appears during [50] Assault: The Warring Clans. 
[Reins of the Astral Cloud Serpent] drops from Elegon in the Mogu'shan Vaults.
[Reins of the Heavenly Onyx Cloud Serpent] drops from the Sha of Anger in Kun-Lai Summit.
[Reins of the Thundering Cobalt Cloud Serpent] drops from Nalak on the Isle of Thunder
[Reins of the Thundering Ruby Cloud Serpent] are a guaranteed drop from Alani in the Vale of Eternal Blossoms. You must gather 10 
[Skyshards] to be able to attack her.

- The [Grievous Gladiator's Cloud Serpent] was a reward for being in the top 0.5% of arena teams at the end of season 14.
