The Ivory Cloud Serpent drops from the Ivory Cloud Serpent in the Vale of Eternal Blossoms.
Acquiring the mount
Farm mogu in the Vale of Eternal Blossoms, regardless of which invasion is active, until the 
[Zan-Tien Lasso] drops.
During the Warring Clans invasion, head to [27, 55], roughly 30 yards above the treetops. The Ivory Cloud Serpent spawns in roughly that location every two hours or so and flies at 310% speed in the direction of the Gate of the Setting Sun. The serpent will stop moving as soon as a player starts a channel, and will despawn 10 seconds later. It is entirely possible for a raid group of players spamming the macro to acquire the mount from the same spawn.
In order to actually acquire the item, players must use the lasso on the serpent.
