The Reins of the Thundering Cobalt Cloud Serpent are a very rare drop from Nalak <The Storm Lord>, a world boss cloud serpent on the Isle of Thunder. Nalak is made available once the realm has completed The Fall of Shan Bu portion of the Isle of Thunder storyline.

. It is also sold by Hemet Nesingwary XVII for 38,500 
at the Infinite Bazaar locations during Pandaria Remix.

Patch changes
Hotfix (2022-11-16): The drop chances for Son of Galleon’s Saddle, Reins of the Heavenly Onyx Cloud Serpent, Reins of the Cobalt Primordial Direhorn, Reins of the Thundering Cobalt Cloud Serpent, and Solar Spirehawk have been greatly increased.
