The Reins of the Thundering August Cloud Serpent is an August Celestials reputation reward, sold for 10,000 from 
Sage Whiteheart at the Shrine of Seven Stars and 
Sage Lotusbloom at the Shrine of Two Moons in the Vale of Eternal Blossoms. It requires exalted reputation to purchase.
Mount Journal
From their infancy, Thundering Cloud Serpents are drawn to storms. They have been known to chase lightning through the blackened, roiling clouds, and to bathe in the pouring rain.
