"Risen" can refer to many undead forces, notably those around Black Rook Hold. "Risen" can refer to skeletal guardians in the RPG, Risen (skeleton)

The Risen were a faction of undead under the control of Balnazzar.[1] After the Cataclysm rocked the world, Balnazzar slaughtered the Scarlet Crusaders in Stratholme, transforming them into the undead creatures they once hated. The nathrezim then plotted his machinations for vengeance upon Azeroth.[2] They are said to be extremely powerful and that unlike the Scourge, Balnazzar will not hold them back.[3]

After he raised him, Balnazzar taught the Risen Hammersmith how to make all sorts of powerful demonic weaponry for the Risen.[4]

Under the orders of Crusade Commander Eligor Dawnbringer, adventurers were later sent to deal with the Risen's leadership and eventually the dreadlord himself.[3]

The crusaders at Tyr's Hand are not explicitly stated to be among the Risen, as Eligor Dawnbringer says that it is unknown what caused them to become undead.[5] Though it is likely they were slain and raised by Balnazzar like their Crimson Legion fellows in Stratholme and Dawnbringer had not yet learned of this, it is possible (though uncertain) that they are a separate group that became undead through unrelated means.
