Phylarch the Evergreen is a botani and lord of the Everbloom on Draenor.
As a follower
Phylarch will randomly appear as a hostile mob when attempting to harvest Large Timber. After he is defeated three times, he surrenders and offers to join the commander's garrison.
Since he only spawns from logging large timber, commanders cannot recruit him until they have a level 3 Lumber Mill. While Phylarch is working in the lumber mill completed work orders will generate 30 
[Garrison Resources] instead of 20.
He can also be seen watching fights between garrison commanders in the Coliseum of Highmaul.

- He has an invisible Follower recruiting spell with the following description:
