He can only be recruited using the Headhunter's Harvest from Frostwall Tavern.
Abilities

Counter Shot — Interrupts spellcasting, silencing the spellcaster for 3 sec.
Freezing Trap — Launch a frost trap to the target location that freezes all enemies in 0 yards, preventing all action for 10 sec.
Multi-Shot — Fires several missiles, hitting your current target and all enemies within 0 yards.
Rapid Fire — Increases haste by 100% for 15 sec.
Shoot — Shoots at an enemy, inflicting Physical damage.
