Shappa is a tauren follower located at Frostwall in Frostfire Ridge.
He can be recruited from the Frostwall Tavern building via Akanja.
Prior to the Battle for the Broken Shore, like many other followers, he appears at the Dranosh'ar Blockade at the sparring ring, where champions duel in preparation for the assault on the Broken Shore.
