Garrison Resources is the currency mostly used to build Garrison structures, but also used to buy items and supplies.
Sources
Various Garrison-related quests directly award some resources. Additionally, resources are gained over time, depending on the structures built at the Garrison. Beyond that, nearly all one-time vignettes (rare mobs and treasure chests) contain resources as well. See what links here for a full (if unsorted) list. Additional/excess resources can be bought or sent via the 
[Huge Ogre Cache].
It is also obtained through the Group Finder random Warlords of Draenor dungeon queue, providing 50 resources for each dungeon completion.
As currency
Building upgrades
Resources (and gold) are used to build and upgrade buildings:
Small:
- Level 1: 150

Medium:

Seals of Fate
Garrison Resources can be exchanged for a 
[Seal of Tempered Fate] at the capital cities of Stormshield and Warspear on Ashran. It is recommended to spread out the costs for Seals, as purchasing a second seal with the same currency in the same week will double the cost each time.

Innkeeper goods
The Town Hall innkeeper (Deedree for the Alliance or ... for the Horde) sells a few goods in exchange for Garrison Resources:

Garrison quartermaster
Patch 6.1 added some new things to use Garrison Resources on. Find the garrison quartermaster (who starts the garrison invasion quests), Sergeant Crowler or Sergeant Grimjaw.
