The Windborne Velocidrake is a dragonriding mount rewarded by the quest 
[62-65] Shady Sanctuary. Its appearance can be customized at a Rostrum of Transformation. A handful of customization options are available to start with, and additional options can be unlocked with drakewatcher manuscripts.
Obtaining this mount grants the achievement 
[Together in the Skies].
