The Mechagon Mechanostrider is a quest reward from 
[40-70] Propagate the News, the last step of the 
[Allied Races: Mechagnome] recruitment quest chain, and appears to be a mechagnome-enhanced version of the mechanostrider.
To unlock mechagnomes, players must reach exalted with the Rustbolt Resistance and complete 
[The Mechagonian Threat], including defeating King Mechagon for 
[50] Operation: Mechagon - The Mechoriginator.
Mount Journal
The best mount, logically, serves multiple purposes -- sometimes you need to get places AND reach something high up once you get there.
