The Highland Drake is a dragon mount rewarded by 
[30-70] Calling the Blue Dragons, a quest in the Vakthros portion of the Azure Span storyline. Its appearance can be customized at a Rostrum of Transformation. A handful of customization options are available to start with, and additional options can be unlocked with drakewatcher manuscripts.
Obtaining this mount grants the achievement 
[An Azure Ally].

- A passenger riding along with this mount will appear as a dragon whelp.
