Reins of the Black War Tiger teach the Black War Tiger mount. This item can be purchased for 15 
from Lieutenant Karter outside the Champions' Hall in Stormwind City.
In Classic Era, players with a PvP rank of Commander or higher can purchase this mount for 100
from Lieutenant Karter in Alterac Valley, Arathi Basin, or Warsong Gulch.
Mount Journal
Like their distant nightsaber cousins, tigers are renowned for their razor-sharp claws, incredible agility, and love of being scratched behind the ears.

Patch 9.0.1 (2020-10-13): Now requires level 17 (was 40) and Apprentice Riding (was Journeyman Riding for tigers obtained after patch 2.0) to learn.
