Reins of the Azure Water Strider is sold by Nat Pagle at Anglers Wharf in Krasarang Wilds for 4000. It requires exalted reputation with the Anglers to purchase.
Prior to patch 8.2.0, it was used to permit the rider to ride on water as if it were land. Although, the ability is canceled when taking damage or in Battlegrounds and Arenas.

Patch changes
Patch 8.2.0 (2019-06-25): Water-walking effect and Use text ("This mount can walk on water.") removed, in favor of the mount equipment. 
Patch 5.3.0 (2013-05-21): The water-walking effect of Reins of the Azure Water Strider is now disabled upon taking damage. - Patch 5.0.4 (2012-08-28): Added.
