[Veteran of the Horde], [Veteran of the Horde II], and [Warbringer of the Horde] achievements. It comes in the mail attached to a letter from Garrosh Hellscream.
It can also be purchased for 1 
[Vicious Saddle] from Deathguard Netharian in Orgrimmar.
