Fathom Dweller is a reward from  [45REWQ] DANGER: Kosumoth the Hungering, which requires the death of Kosumoth the Hungering on the Eye of Azshara, south of Dalaran.

Despite its description, no Riding skill is actually required to use the Fathom Dweller. It can be ridden at Level 1, similarly to the  [Chauffeured Chopper].

Mount Journal

Deep within the hungering chasms of the Great Sea, swarms of Fathom Dwellers sway like a great floating carpet, sightlessly in the dark.
