The Solar Spirehawk is dropped by Rukhmar, the world boss of Spires of Arak. The mount is not eligible for bonus rolls, but must be directly looted from the corpse.[1]
It can also be listed on the Black Market Auction House by Mei Francis, for the opening bid of 20,000
.

Patch changes
Hotfix (2022-11-16): The drop chances for Son of Galleon’s Saddle, Reins of the Heavenly Onyx Cloud Serpent, Reins of the Cobalt Primordial Direhorn, Reins of the Thundering Cobalt Cloud Serpent, and Solar Spirehawk have been greatly increased.
