[Hyldnir Spoils]. The estimated drop rate is ~1%.
It can also be listed on the Black Market Auction House by Mei Francis, with the opening bid of 20,000

Notes
Although the tooltip of the item states that players as low as level 40 are able to use it, you must be level 77 to obtain the quests that award Hyldnir Spoils.
