The Reins of the Icebound Frostbrood Vanquisher is a reward from the Dungeons & Raids achievement  Glory of the Icecrown Raider (25 player). This mount is a 310% speed mount.

Raised from the chilling depths of Icecrown. Frostbrood Vanquishers are considered the fiercest and most relentless of all frost wyrms.

Notes

Unlike the previous "Glory" flying mounts, the Icebound Frostbrood Vanquisher and the Bloodbathed Frostbrood Vanquisher are both frost wyrms.
