Reins of the Cobalt Primordial Direhorn are a possible drop from Oondasta, the world boss devilsaur on the Isle of Giants, north of Kun-Lai Summit. It is also sold by Hemet Nesingwary XVII for 38,500 at the Infinite Bazaar locations during Pandaria Remix.
