Reins of the Blue Proto-Drake drops from Skadi the Ruthless in Utgarde Pinnacle on timewalking and heroic mode, at an extremely low (1% - 2%) drop chance. It also dropped from the undead Skadi in Icecrown during the Death Rising event.
It also has a chance to be listed on the Black Market Auction House by Mei Francis, for the opening bid of 20,000

This item is one of three proto-dragon mounts that can be obtained as drops. Six other proto-dragon mounts are obtainable through the achievement system, though two of them are no longer obtainable.
