The Wakener's Runestag is obtained from Queen's Conservatory Cache in the Queen's Conservatory. Only players of the Night Fae Covenant may obtain and use this mount.
Source
A player must build their Queen's Conservatory, and upgrade it to Tier 2 to unlock Catalysts. Once tier 2 is unlocked, the player may plant two Wildseed Root Grain Catalysts around a Wildseed of Regrowth and infuse a 
[Greater Untamed Spirit] into the Wildseed. Once the incubation is complete, they may open the Queen's Conservatory Cache left behind by the being in the wildseed, for a chance at the mount.
Mount Journal
Runestags enjoy lying near wildseeds. The Wakeners believe they can hear the sleepers' dreams. These runestags display a range of emotions in their vigil, signaling the dreams or nightmares of the spirits within.
Trivia
- During the beta, this mount was simply named Teal Runestag, then briefly Wakener's Runedeer.
