This item is a quest reward from  [50] Down, But Not Out.

After the return of Queen Azshara, Pa'ku came up with a plan to teach Kua'fon how to fly.

Once a little hatchling, raised into a mighty pterrordax by a loving handler. He never did learn to fly, though.

Notes

• Despite being rewarded from a Horde-only quest chain, the mount is usable by both factions.

Patch changes

• Patch 8.2.0 (2019-06-25): After completing  [Battle for Azeroth Pathfinder, Part Two], Kua'fon's Harness can be upgraded to fly with the quest  [50] Just Ptrust Me On This.
