Despite that the only "glimmerfur" foxes are found in Ardenweald (aside from this mount), the mount journal suggests one found its way into Gilneas. There are also Gilnean Foxes identical to this mount; they were added in patch 10.2.5 shortly after the Crimson Glimmerfur mount became first available in the Trading Post. (Furthermore, as of 10.2.5, Gilnean Foxes are the first and only foxes found outside the Shadowlands to use the Shadowlands fox model.)
While the mount journal states this glimmerfur "[crossed] the Winter Veil," this could be more than wordplay. An Ardenweald glimmerfur may have somehow crossed the veil into Gilneas and birthed kits, offering an explanation for why Gilnean Foxes look identical to the Crimson Glimmerfur.
