Stones Can't Fly! is an exploration achievement earned by getting 2000 
[Flightstones]. This is one of the criteria of the 
[Que Zara(lek), Zara(lek)] meta-achievement for Zaralek Cavern.
After earning this achievement, you receive a letter in the mail from Vaskarn:
A keen-eyed messenger told me that you've collected a staggering amount of Flightstones by now, enough to upgrade quite a bit of gear.
Come and visit me and Cuzolth in Loamm. We can experiment more with this new power. For your time, I've included a little something. Rather shiny. I hope to see you soon.

A seasonal crest is attached to this letter, with the text updated for the season:

[Satchel of Drake's Dreaming Crests] during Dragonflight Season 3 (with "Loamm" replaced with "the encampment near Amirdrassil" for the Emerald Dream) - a

Conclusion
After the conclusion of a Dragonflight season, any deprecated reward that was sent to a character would come with an updated letter to point the player to the latest location. The following below is what was sent after Dragonflight Season 3 ended:
My friend,
The dream crests have changed! This seems to be a natural phenomenon, but however it happened, they no longer seem to function as they once did. I have done what I could to preserve these for you to do with as you see fit, but I am afraid they will never upgrade gear again.
There are new crests being discovered, however. Please visit me and Cuzolth in Valdrakken, near the auction house, to discuss them further!
