The Sanctum of Domination is a raid in World of Warcraft: Shadowlands, introduced in patch 9.1.0. It is located in The Maw, as the uppermost section of Torghast. It is the home base of the Jailer.[1]
The raid consists of 10 bosses. Encounters include the true Eye of the Jailer, the Tarragrue, Kel'Thuzad, and Sylvanas Windrunner.[2]
Getting there
The instance line and meeting stone are located at [70, 32] in the back of Helgarde Keep of Desmotaeron in the Maw.
Adventure Guide
For eons the Jailer was bound within The Maw.[sic] Now, his endless armies gather as he expands its boundaries to consume Oribos. In the face of annihilation, Bolvar marshals his last remaining allies to charge into the heart of Torghast and confront the Jailer where he is most powerful.

The Jailer's vanguard stands ready to repel any attack. Their lines must be broken to breach the Jailer's sanctum.

Screams of the tormented fuel the Jailer's army. End their suffering and deprive the Maw of its most precious resource.

The soul river ends at the tower's peak. Destroy those feeding off it to free the countless souls deprived of their afterlife.

Atop the Tower, Sylvanas Windrunner awaits. Here, the final confrontation for the fate of the cosmos will take place.

Post-Dormazain
Dormazain takes a blow to the chest as the sword flies from his hands and sticks to the ground. Released from his bonds, Garrosh enrages, and his soul changes colors from blue to red.
Garrosh Hellscream says: They said I must answer for my crimes... repent for my "sins"...
Garrosh gets to his feet and picks up the sword.
Garrosh Hellscream says: But every choice I made, I would proudly make again.
Dormazain, one hand holding his chest, reacts to this.
Soulrender Dormazain says: You will... submit...
Garrosh Hellscream says: I submit to no one! Not you, not the Jailer, and not that coward Thrall!
Garrosh covers the thirty yards between him and Dormazain in a single leap, preparing to overhand smash the sword into his captor.
Garrosh Hellscream yells: FOR THE HORDE!!!
The blow lands and the scene cuts to white for a moment as Garrosh blows himself and Dormazain up, leaving a pile of ash.

- The Jailer escapes through a portal.
- Highlord Bolvar Fordragon says: No. We will stop you!
- Highlord Bolvar Fordragon says: Jaina, we need a portal!
- Highlord Bolvar Fordragon says: The Jailer must not take the Eternal City!
- Jaina creates a portal and the camera quickly zooms in on it.
- Lady Jaina Proudmoore says: Something is limiting my magic. Where are we?
- Highlord Bolvar Fordragon yells: Behind our quarry. Heroes, with me!
- Lady Jaina Proudmoore says: Is the Jailer trying to break out of the Maw... or something else?

Post-encounter
- Lady Jaina Proudmoore yells: He's done it. The Arbiter falls...
The scene begins with the central orb of the Arbiter flying out of her body, as what's left of it gets pulled into the orb. While the Jailer extends his hand out to it, Sylvanas Windrunner skids to his feet, with Anduin Wrynn looking on. She focuses on the Jailer, trying to decipher what he's going to do.
The Jailer: At long last, the final key...
The orb, showing a stylized infinity symbol, slots into the hole in the Jailer's chest as the area is blinded by a flash.
The Jailer: ...is once again... mine.
Wincing from the flash, Sylvanas looks up to see the Jailer, who is now fully armored with a Helm of Domination-style helm on his head. After saying "mine" in a different tone, a gigantic portal with a First Ones yellow geometric pattern opens out of the structure behind him.
The Jailer: Now... kneel.
The Jailer channels an orb of power in his right hand and chains Bolvar Fordragon, Thrall, and Jaina Proudmoore, sending them to their kees as they drop their weapons. Their eyes turn the characteristic blue of Domination. Sylvanas, upset by this, calls out:
Sylvanas Windrunner: The way is open, Zovaal! We already have what we need!
The Jailer: Too long I endured the makers' flawed design.
Not deigning to notice, he focuses on the orb. Sylvanas turns to glance at Anduin, who is completely under the Jailer's thrall, still focused on Bolvar and party.
The Jailer: I will forge a new reality, where all shall serve...
As "serve" echoes, Sylvanas closes her eyes, thinking back to when the Lich King and Arthas Menethil both used that word.
The Jailer: ...me.
Sylvanas opens her eyes at this, instantly draws her bow and fires a bolt at the Jailer's face. Not bothering to take his eyes off the orb in his right hand, the Jailer's left hand plucks the arrow out of the air. As the arrow dissipates, he turns to focus on Sylvanas.
Sylvanas Windrunner: I will never "serve."
The jailer lets the moment stand for a beat.
The Jailer: Pity.
Out of nowhere, in a reversal of situations from 
[60] The Highlord's Vision, Anduin draws Kingsmourne and holds it at Sylvanas's neck. She barely reacts, just shifting her eyes to Anduin.
The Jailer: Still chained by mortality.
Sylvanas turns back to look at the Jailer.
The Jailer: You did help restore something stolen from me.
The Jailer opens a small blue portal and pulls another soul fragment crystal out of it.
The Jailer: Allow me to repay you...
He smashes the crystal in his hand...
The Jailer: ...in kind.
...and blasts the soul fragment into Sylvanas! Shocked by the blow, she drops her bow. An outline of Sylvanas wearing her ranger outfit mirrors her movements before fading out with an echo of her death scream. Sylvanas drops to one knee and catches herself with her hands.
The Jailer: I leave you to their mercy.
The chains around Thrall, Bolvar, and Jaina fade away, as does their blue eye glow.
The Jailer: Come. Be the first to witness reality's end.
The Jailer turns and exits through the portal, with Anduin just behind. Varian's compass, still containing the portrait of Anduin, falls to the ground unnoticed. As the portal closes, Thrall, Bolvar, and Jaina close in on Sylvanas. On her hands and knees, Sylvanas weakly gives a warning, her eyes blue for the first time in many years.
Sylvanas Windrunner: C-cannot let him reach the...
Out of strength, Sylvanas's eyes roll back as she grunts and falls to her side. As she hits the ground, the scene cuts to black.
- Highlord Bolvar Fordragon says: The Jailer is gone. Wherever that gateway led, it's been sealed behind him.
- Thrall says: We thought the Jailer was coming to slay the Arbiter. But he... absorbed her essence.
- Highlord Bolvar Fordragon says: As if her power--and the sigil--were his all along.
- Lady Jaina Proudmoore says: Jailer be damned! He's got Anduin. No matter where he's gone, we will find him.
- Thrall says: Maybe she knows.
- Lady Jaina Proudmoore says: Yes. Sylvanas said something before she collapsed, but I couldn't make it out.
- Highlord Bolvar Fordragon says: My knights will hold her captive here in Oribos. When she awakens, we can begin the interrogation.

Solo walkthrough
Inside, clear the first pack including the Infused Goliath, and interact with the anima orb. Take the 
[Ever-Beating Heart] anima power. The other three anima powers can be picked up from the other three infused goliaths (marked on the minimap), but they're not necessary. Push to the central part of the tower and take out the The Tarragrue. When the construct reaches 10% health, the Jailer will strip all anima powers (including the stun resistance), so limp through to the end. Take the portal at the south end of the arena to cross into the Shadowsteel Foundry.
Push through Bonesteel and turn south to reach the Eye of the Jailer encounter on the Eye's Overlook. Clear all the enemies, using the grapple hook at the south end of the platform to cross over to the west side. Keep heading clockwise to the west, then head north to reach The Nine. Clear the encounter and take either elevator to the northeast or northwest upstairs to the Torment Chambers. Run to Bolvar, then head down the stairs to the east. Kill Hollowsoul and take an immediate right down to the south to get to Soulrender Dormazain in the Font of Fury.
Don't let adds reach Garrosh. When the chains spawn, pull one away to stop him from chain-fearing. Return to the central room, traveling clockwise around the big central stair to head northeast to the Penance of the Fallen King to fight the Remnant of Ner'zhul after clearing all the trash on his platform. Back to the central stair heading due east, then counter-clockwise to the north through Screamspike to reach the Screaming Anvil. Don't stand on the platform until Painsmith Raznal kills all the souls with floor spikes!
Those spikes are the key part of the encounter, so make sure to stand in a safe spot as they travel across the arena from north to south. Also defeat a Spiked Ball or two to clear a path. Once Raznal is down, take the west exit and the portal to the Crown of Gorgoa. Options again here, so ignore Kel'Thuzad and turn right, then head counterclockwise to the north to the Chained Precipice and the Guardian of the First Ones encounter. Nothing special here, so return south and aim in the direction of Fatescribe Roh-Kalo at the Loom of Fates.
The spinning floor is part of the encounter, but not until he goes immune. At roughly 70% he'll run to the center of the room and start the platform rings spinning. Defeat the two adds to stop the spinning, then stand on one of the runes in a the innermost ring (the one without the < chevrons > on either side of it) to slowly have the ring spin. There's no option which way the ring spins, so stand in the rune, dodging the orbs the whole time until it locks in. Rinse and repeat for additional rings until Roh'Kalo's shield breaks. Roh'Kalo will be at 100% energy, so he's just going to stand in the center of the arena spamming orbs. Finish him off.
Return to the hub and head west to the Throne of the Damned, the final (hopefully!) encounter against Kel'Thuzad. Deplete the lich's health and he will retreat to his phylactery for a moment. When that happens, some additional adds will spawn, but Arfus will tank them, so ignore them. Head to the big green bubble that Kel'Thuzad is channeling and use the extra action button to head downstairs. Damage the Remnant of Kel'Thuzad until it goes immune and starts casting Undying Wrath. Take the exit portal and get out before the cast finishes. Rinse and repeat at 20%. Clear out some of the adds before heading down if the chip damage from them is getting annoying.
Take the Death Gate to the Pinnacle of Domination and run up to Sylvanas to start her script event, which lasts nearly a minute. Engage her until she gains an immunity bubble and starts spamming arrows. Defeat them all and survive until the phase ends. After a cutscene, the encounter shifts to the Edge of the Abyss. Follow Jaina and don't get knocked off! Sylvanas will eventually stop fleeing. Unload on her down to 75% health. This will transition to the final phase at the Crucible. Keep wailing on her across the platforms down to 50 (LFR, Normal, Heroic) / 45% (Mythic) health. When she starts casting Raze, run off one of the lit-up edges of the platform to another one to survive the cast.
