Otto is an ottuk mount, rewarded from 
[60] The Way to an Otto's Heart. One of the patch 10.0.2 secrets, unlocking the quest requires a great deal of effort.

Acquire the 
[Aquatic Shades] toy by purchasing an 
[Immaculate Sac of Swog Treasures] from The Great Swog at [82.3, 73.2] in the Roaring Dragonsprings of southeastern Ohn'ahran Plains in exchange for 1x 
[Gold Coin of the Isles]. The gold coin is either extremely rarely fished directly, or exchanged for 5x 
[Silver Coin of the Isles], which themselves are exchanged for 15x 
[Copper Coin of the Isles]. Lunkers are by far the best source of coins, so keep the 
[Iskaaran Harpoon] handy!
Head to the Bubble Bath dive bar at [19.6, 36.5] off the northwestern shore of the Waking Shores. Use the Aquatic Shades, then stand on the dance mat in the bar and wait until the Dance, Dance 'Til You're Dead debuff wears off to wake up in the Hissing Grotto next to a barrel. Interact with it to pick up the 
[Empty Fish Barrel].
Get to fishing, starting with 100x 
[Frigid Floe Fish] in the waters off Iskaara in southwestern Azure Span. Use the Empty Fish Barrel with the 100 frigid fish to form the [Half-Filled Fish Barrel].
Next, fish up 25x 
[Calamitous Carp] from the lava around the Obsidian Citadel in Waking Shores. The half-filled barrel plus 25 carp make a [Brimming Fish Barrel].
Finally, fish up 
[Kingfin, the Wise Whiskerfish] by Algeth'ar Academy. Add Kingfin to the brimming barrel to make an [Overflowing Fish Barrel]. Return the barrel to the Hissing Grotto dive bar and Otto the ottuk will swim up and offer [60] The Way to an Otto's Heart, which rewards this mount.
