[Calamitous Carp] from the lava around the Obsidian Citadel to make this item. Then fish up 
[Kingfin, the Wise Whiskerfish] by Algeth'ar Academy. Add Kingfin to the brimming barrel to make an [Overflowing Fish Barrel].
