The Empty Fish Barrel is found at the Hissing Grotto in the Waking Shores after dancing on the dancing mat at the Bubble Bath, revealed by the 
[Aquatic Shades] toy. This is part of the process to acquire 
[Otto]. After the barrel has been filled with 100 
[Frigid Floe Fish] from the waters near Iskaara in the Azure Span, 25 
[Calamitous Carp] from the lava around Obsidian Citadel and the 
[Kingfin, the Wise Whiskerfish] from Algeth'ar Academy, it will turn into a 
[Half-Filled Fish Barrel], a [Brimming Fish Barrel], and an [Overflowing Fish Barrel] respectively.
