Neltharaku is the the patriarch of Netherwing dragonflight, the faction of nether drakes of Outland, and the mate of Karynaku.
History
The Burning Crusade
By the time of the invasion of Outland, Karynaku had been captured by Zuluhed the Whacked and the Dragonmaw Clan, and imprisoned within Dragonmaw Fortress. Neltharaku led the Netherwing in multiple attempts at freeing her, but they all ended in failure. Other members of the Netherwing were also enslaved by the Dragonmaw and those free had taken to skies and feared landing and falling pray to the Dragonmaw war parties.[1] However, as a result of this, Mordenaku witnessed his fellow Netherwing fall dead from exhaustion before their bodies hit the ground. In time, he was able to recruit adventurers to help him gather food for his brethren, who swooped down to eat the offered meal before they returned to the air.[2] His children subsequently informed Neltharaku of these events, causing him to remark to adventurers that their deeds were heroic.[3]
Requiring time to devise a plan to save his children and mate, Neltharaku sent his allies to lay waste to the Dragonmaw in Dragonmaw Fortress, in the hopes that the ensuing chaos and confusion would have a considerable impact on their plans.[4] He subsequently sent his allies to acquire 
[Nethervine Crystal], so that he may imbue them with his own essence, in order to liberate his children from Dragonmaw control.[5] Having handed them the 
[Enchanted Nethervine Crystal], he sent his allies back into the fortress to free his children and aid them in slaying their captors. With the deed done, he mused that perhaps they were the hero of their flight.[6]
Though ashamed to ask for their assistance, once more, believing that the adventurers were his flight's only hope, he requested that they free his mate. He promised that the Netherwing would be flying overhead and that once a break appear in the Dragonmaw defenses, the might of the netherwing would swoop down to assist them.[7] His allies were successfully able to kill Zuluhed and free Karynaku.[8]
In the aftermath, Neltharaku reunited with his mate.[9]
Dragonflight
After the netherwing made their new home in Thaldraszus on the Dragon Isles on Azeroth, he relocated with his flight and could be seen sleeping at their new roost next to Karynaku.

Trivia
His name is possibly derived from Neltharion, father of the black dragonflight. Considering the fact that nether dragons are indeed mutated from black dragons, this is accurate, though nether dragons have no affiliation with the black dragonflight.
