The Flightless[1][2] are a group of drakonid and dragonspawn who rebelled against the Valdrakken Accord in Thaldraszus after the dragons and the Dragon Aspects returned to the Dragon Isles. These dragonkin grew dissatisfied over treatment that they considered dishonorable; they felt displaced[3] by the dragons' return, pushed aside in spite of their centuries spent caring for the land, and reduced to mere servants.[4] They joined the Primalists and conglomerated in the Misty Vale,[5] and also made camps near Valdrakken, Scalewatch Caverns and Rebellious Cliffs. They were all instigated by Belaphon.

History

After the awakening of the Dragon Isles, the dragons returned home and took back Valdrakken. Feeling disvalued, Instigator Belaphon, having a way with words and quills, gathered drakonid and dragonspawn who felt they were being used by the dragons and looked down upon, left Valdrakken and took several bases across Thaldraszus, starting an active rebellion against Valdrakken Accord.[6]

The rebels made one camp at the Misty Vale and allied with the Primalists. They provided them with magical runestones, which the rebels tried to use to detonate the Seat of the Aspects. Except for commotion, the attempt was unsuccessful, but it alerted the Scalesworn. Investigator Erima and an adventurer, sent by Captain Drine, investigated the crime scene, witnesses, and the Inert Runestone that was supposed to blow up the Seat.[7] The rebel that was sent to the Seat dropped a map that was found by Erima and the adventurer. They examined it and noticed the mark on Misty Vale.

The pair traveled to the vale[3] and worked with the adventurer on killing rebels and Primalists,[8] gathering their attack plan maps,[9] and destroying Incendiary Runestones that were to be used for explosions.[10] As Erima was scouting the camp, he found his childhood friend, Maldra Flametongue, being held captive. Maldra had joined the rebels, but after she discovered their true intentions and tried to leave, but they imprisoned her instead. Orian Darkwater was holding her bound magically, but the adventurer killed Orian and freed Maldra, and the two friends were reunited.[11] Inside the vale was the Emberslate Cavern where the rebels and Primalists were creating their fiery runestones. To gain access to the cavern, Maldra had the adventurer bring her motes from the vale's water elementals.[12] Using Orian's knowledge, Maldra then performed a ritual to breach the fire wall and gain access to the cave.[13] Inside, Maldra and the adventurer continued fighting against the rebels and their elemental allies,[14] destroyed Primalist Foci that the rebels had been using to create new explosive runestones,[15] and sealed the Primalist portal and killed the fire revenant Magmaticus. This thwarted the rebels' plans completely and Maldra resigned from the Flightless for good.[16] The Scalesworn, however, needed to continue keeping a close watch on any dissent going forward.[17]

The rebels stationed at Scalewatch Caverns were ambushing civilians along the roads to Valdrakken. Captain Drine sent adventurers to halt their operations by thinning the enemy numbers, freeing Imprisoned Travelers from Rebel Cages and destroying their Weapon Racks.[18]

The rebels at the Rebellious Cliffs raided a caravan of medical supplies and took them back to their encampment. Drine sent adventurers to reclaim the supplies.[19]

The fighting against the rebels was successful, but it wasn't enough to stop them. Erima infiltrated the camp at Scalewatch Cavern and learned of their new plan. In the meantime, Queen Alexstrasza wanted to find a different way than combat to end the rebellion and asked Maldra for help. Maldra explained their reasoning. Soon, Erima quickly arrived and informed them that the rebels were stockpiling explosives beneath the city to collapse the aqueduct from Tyrhold.[4] Erima, Maldra, and the adventurer grouped together again and went to the heavily guarded cavern. They knew they had to fight their way through, but they also wanted to take prisoners.[20] Maldra once again used Orian's magical knowledge and created a ring of elemental binding to be used on defeated rebels. The rebels also had several pieces of propaganda. Erima had the adventurer gather it, and the investigator learned that it was written by Belaphon.[21] To halt the detonation, Erima asked the adventurer to kill the architect of a plot to destroy the Valdrakken aqueduct, Agitator Zoralek, and recover his detonator. With that done, the aqueduct was secured.[22]

The rebel prisoners were sent to Steelcliff Rampart, where Alexstrasza also arrived to speak with them, but they were refusing to talk to her.[23] Wanting this rebellion to be brought to an end with as little violence as possible, Alexstrasza asked the adventurer to speak with the prisoners in her stead. Alexstrasza listened, understood their reasonings, and even realized things she didn't consider.[24] With new knowledge and understanding, she also wanted to hear the adventurer's opinion on the dragonkin problem.[25] In the meantime, Maldra was further examining the propaganda from Scalewatch Cavern and found a secret code about Belaphon's location at the Rebellious Cliffs. Alexstrasza hoped that the rebels there wouldn't need to be defeated.[26]

This time, Erima, Maldra, and the adventurer arrived at the camp peacefully, spreading the word of planned changes for the dragonkin. Upon hearing the news, many stopped fighting, but some continued.[27] To stop the quills from inciting the rebels, Maldra had the adventurer gather Belaphon's quills.[28] The final task was to deal with Belaphon - Maldra gave the elemental binding ring to the adventurer, and they used it to make Belaphon surrender and brought her to Alexstrasza to discuss ending the rebellion.[29] Alexstrasza admitted to poor treatment of the dragonkin and presented a way for rights and respect that were fair to dragonkin. Still, many dragonkin died due to the instigation, and Belaphon rebellion needed to pay for her crimes. But instead of pronouncing a sentence, Alexstrasza gave her the option to use her skills with quills to inform the dragonkin of Alexstrasza's new rules of equality and freedom for the dragonkin going forward, which Belaphon agreed to do.

Maldra regretted her time in the rebellion, but she was glad the dragonkin got greater respect and that it brought peace to Valdrakken. Belaphon admitted that the rebellion was always about treating dragonkin right and fairly, and that she was never against the Aspects themselves. Alexstrasza offered Maldra to join in the defense of the Dragon Isles alongside the dragons. Maldra declined and before could accept that, she first wanted to see if the dragons would truly abide the equal relationship suggested by Alexstrasza. The Dragon Queen accepted, as Maldra's choice was completely free to make.[30]
