Reef Octopus can be caught from Reef Octopus Swarms occurring around most of the coastline of Pandaria. It is a cooking ingredient in a few recipes including 
[Valley Stir Fry] which is used to gain reputation with Chee Chee of The Tillers.
They can also be purchased from Nam Ironpaw at Halfhill Market in Valley of the Four Winds; one 
[Ironpaw Token] purchases a 
[Sack of Reef Octopus] which contains five of them.
