"After Lady Whisperwind was informed of the situation, talks with the High King were held immediately to determine what aid we would send. Supplies to aid in the construction of a permanent settlement were quick to arrive, but the naga already had begun construction of this fortress on their own terms."
Shandris Feathermoon, on the Alliance' part in the Cove's construction.
"Da Warchief was more den willin' ta send supplies for da construction ah dis fortress aftah 'e 'eard about wha' was 'appenin' 'ere. As ya can prob'ly tell, doe, da naga have dere own... interestin' ideas about how da build a fortress. As long as it can 'old off an attack, doe, I ain't complainin'."
Rokhan, on the Horde's part in the Cove's construction.

Built into a long-inactive volcano upon the isles that were once the night elf city of Suramar, Scalebender Cove is a joint construction effort between the naga of the Splinterscale Rebellion and the Alliance and Horde. While it bears the marks of both Alliance and Horde construction in it as well, the vast majority of the structure is made in the style of naga construction - a mixture of stone pagoda architecture and arcane-infused living coral. It is from this fortress that all three forces plan and plot to see Empress Azshara and Nazjatar fall.

History

Construction of Scalebender Cove began immediately after the northernmost section of Isles of Suramar was secured by a joint operation between Alliance, Horde, and Splinterscale forces. The work mostly involved carving out tunnels and construction of various platform levels within the interior of the hollow volcano mountain. The two largest factions contributed many resources to its construction, hoping to gain favor - and thus greater political heft - with the Splinterscale leaders, but ultimately their efforts were less effective than the stolen coral-growing magics and naga architecture that the Airbinder's had their magus' employ. While the Alliance and Horde have their own self-style enclaves within the Cove - with ports for Goblin Zepplins and Gnomish Submarines attached, the majority of the structure is in traditional naga design.

The Splinterscale who remained on the Isles rather than joining the Alliance or Horde have contributed to expanding their control over the whole of the area from this location, though nothing else on any of the isles even comes close to matching Splinterscale Cove in size and power.

Nazjatar's Rising

It was from Splinterscale Cove that Casjia, Anord, Rokhan, and Shandris Feathermoon watched as Nazjatar rose from the depths of the ocean to tower high above the Isles. Immediately Azshara servants swarmed onto the Isles of Suramar and began to carve out various territories for themselves, but every attempt to make take the cove was, thankfully, halted by the loyal defenders of the Splinterscale

After witnessing the rise and attack, the Alliance and Horde called in all of their forces and loyal adventurers, rallying them around the Cove to defend it from the onslaught of Azshar'al naga that swarmed the Isles. After successfully holding off and they charged against them, forcing them back onto their mountainous city-sprawl and taking up new positions on and around it. Despite these forward bases, however, Splinterscale Cove remained the central base of operations for the joint Alliance-Horde actions in the area - mediated over by the Splinterscale's Serpentqueen and Serpentking - and the supreme leaders of the attack went into near-constant meetings with the two leaders of their allied naga.

Places and people

Aside from the Alliance and Horde Enclaves located within the base of the empty volcano, built into carved-out portions of the mountainside, the city is laid out like a mighty serpent coiling out of the pool at the volcano's base and along the interior walls of landmark. The body of the serpent is divided into different tiers, with the throne room of the Serpentqueen and Serpentking residing in the head. For those who rather not walk the tediously-long path to each level, elevator cages to every "Coil" of the Cove - save the Coil of Rule - have been provided.
