The Marked Flawless Battle-Stone is rewarded for completing the Pet Battles achievement 
[The Longest Day], awarded for completing every daily pet battle quest in a single daily reset period.
Additional battle-stones may be purchased in exchange for 3 
from Master Li at the Celestial Court on Timeless Isle. Celestial Coins are awarded for completing the weekly 
[1-80W] The Celestial Tournament pet-battle scenario.
Battle-stones may also be purchased for 15 
from the following vendors:
Polished Pet Charms are primarily awarded from pet battle world quests and command table follower missions in Battle for Azeroth.
Beyond that, three family-specific flawless battle-stones may be traded in for a marked battle-stone:
Patch changes
Patch 10.2.5 (2024-01-16): Now stacks to 200 (was 20). 
Patch 8.0.1 (2018-07-17): Currency for purchasing changed from Pet Charm to [Polished Pet Charm]. 
Patch 6.1.0 (2015-02-24): Pets above level 15 no longer loses up to two levels. 
Patch 5.4.0 (2013-09-10): Players are now able to trade in any 3 of the same family specific Flawless Battle-Stones for a single [Marked Flawless Battle-Stone]. - Patch 5.3.0 (2013-05-21): Added.
