Key of Flowing Waters is purchased from Archivist Roh-Suir at Tier 2 for 25 [Cataloged Research] at the Reliquary of Remembrance at Keeper's Respite in Korthia. Use the key to open the Korthian Relic Box at ^{[33.0, 41.9]} under a ledge on the northwest corner of the Estuary of Awakening.
