Exarch's Rise is a shrine located in the city of Elodor in Shadowmoon Valley, north of the Altar of Sha'tar. Sha'tari Honor Guards patrol the area and it is home to a small population of peaceful talbuks.
Here, the traitorous Exarch Othaar is exposed as Exarch Hataaru's murderer and transforms into the man'ari Socrethar as he attempts to kill the Alliance Commander. Socrethar escapes death and later forms the Sargerei.
