The Altar of Sha'tar is the sanctuary of the Sha'tari, located in the eastern part of the city of Elodor in Shadowmoon Valley.

Trivia

The Altar of Sha'tar appears to be the only part of Elodor that survived Draenor's destruction in the main timeline, having been claimed by the Aldor as a staging ground against the Illidari in Shadowmoon Valley.
