Tal-Inara is the Honored Voice, the attendant responsible for speaking on behalf of the Arbiter in Oribos. She was chosen to serve as the voice of second Arbiter, who was eternally silent and possessed no voice of her own. Although only meant to be a speaker and not a leader, Tal-Inara assumed informal leadership of Oribos after the Arbiter fell dormant.

When Maw Walkers first entered after Oribos escaping from the Maw, the dormant Arbiter stirred, which prompted Tal-Inara to bring the adventurer in front of the Arbiter in the hopes that their presence might somehow awaken the Arbiter. After teleporting the adventurer to the Crucible, Tal-Inara introduces them to the Arbiter and describes to them the event that led to the Arbiter becoming dormant. Unfortunately, the Arbiter did not awaken. After that Tal-Inara sends them back to the overseers where Kah-Delen guides the adventurer into summoning Bolvar Fordragon and some Knights of the Ebon Blade to Oribos. After Bolvar mentions the Mawsworn Kyrians whose abduction of some of the leaders of the Alliance and the Horde led to our arrival in Oribos, Tal-Inara and Kah-Delen direct them to Bastion.

Following Pelagos becoming the new Arbiter, Tal-Inara continues to serve as his Honored Voice.

Notes

• During early Shadowlands beta testing, Tal-Inara's title was "Voice of the Arbiter". All mentions of this title were replaced with "Honored Voice" before the expansion went live, with the exception of a leftover mention in  [10-60] Audience with the Arbiter. In World of Warcraft: Chronicle Volume 4, however, she is again referred to as "Voice of the Arbiter".
