Seer Kazal was the bonus event quest giver. Once the player's garrison reaches Tier 2, Kazal will be added, sitting outside the Town Hall. Prior to Legion, he offered the bonus event's accompanying quest once the event started. Until the player had built their garrison shipyard, he did not offer 
[100] The Time to Strike when that event was active.
Kazal was succeeded as the bonus event quest giver by Archmage Timear, who can be found in the Legion version of Dalaran. Kazal will now offer to grant 'Visions' of the Raid Finder wings in Draenor raids allowing players to access them.
