Noblegarden Vendors can be found at the starting areas of the Alliance races. Their Horde counterpart is the Noblegarden Merchant. Vendors start and finish 
[1-80] A Tisket, a Tasket, a Noblegarden Basket, one of a handful of Noblegarden quests.
