The Loot Specialist spawns stealthed inspecting a chest at various locations around the Forbidden Reach:

• Inside the Earth-Warder's Cauldron of the War Creche at ^{[68.8, 46.5]} / ^{[52.3, 70.8]} and at ^{[53.9, 60.4]} / ^{[48.6, 74.3]}
• In the back of an unnamed cave on the Morqut Islet ^{[28.9, 55.9]}
• Between the Old Weyrn Grounds and Talonlords' Perch ^{[58.1, 57.3]}
• On the Shrouded Coast at ^{[47.3, 15.0]}
• Southeastern Stormsunder Crater at ^{[71.7, 62.0]}
• On the Tempest Coast at ^{[36.3, 44.8]}

The specialist has two buffs:

 Stealth — Stealthed.

 Inspecting Loot — Looting treasures of the Forbidden Reach. Will flee if engaged in combat!

She acts like a loot goblin from Diablo. Aggro her and she gains a 15-second buff:

 Stolen Loot! — Running away with stolen loot!

She will not fight back, runs away for 15 seconds, and will cast Escape Portal to flee once the buff wears off:

 Escape Portal — The goblin is escaping! 5 sec uninterruptible channel

She drops 1-3x  [Zskera Vault Key], roughly 500 [Elemental Overflow], and maybe a Primalist loot token or an  [Untapped Forbidden Knowledge].
