Hira Snowdawn is an artisan trainer found riding her dragonhawk Cloudwing at Krasus' Landing in Dalaran.
She offered 
[Cold Weather Flying] training to players of level 68 and riding skill 150 for 500
. She also teaches Master Riding for 5000. She will sometimes get bored and take Cloudwing for a quick flight around the perimeter of the "landing pad". When she does this, players will not be able to interact with her.
She can be found at Obsidian Rest in Zaralek Cavern. She is seen talking to Lord Andestrasz.
