Patch changes

Hotfix (2023-11-15): Damage reduced by 32.5%.
Patch 6.0.2 (2014-10-14): Focus cost changed to 10 Focus, plus 5 per sec (instead of 20 focus).
Patch 5.0.4 (2012-08-28): Redesigned.
Patch 4.3.0 (2011-11-29): Froststorm Breath now does approximately 20% more damage, and has an increased area of effect.
Patch 4.0.1 (2010-10-12): Added.
