Arcane Linguist is a passive ability that enables a mage to speak and comprehend their allies' racial language (such as a human mage understanding draenei, or a troll mage understanding Taur-ahe).
It can be learned as early as level 10 from 
[Mystical Tome: Arcane Linguist], which is sold by 
Endora Moorehead <Magical Goods> at Sisters Sorcerous in Dalaran (Northrend) for 50
.
Notes and trivia
- This effect was previously used by
[Glyph of Arcane Language]. - Arcane Linguist only allows the player to understand the language of friendly playable races, not those of other languages, such as the Demonic or Shath'Yar languages.
- It is unclear whether Arcane Linguist allows the comprehension of all the allied race languages.
- For a while since patch 8.1.0, the passive did not function as intended. It was speculated that a stealth fix for
[Elixir of Tongues] -- which removed the ability to speak the other faction's common language -- had the side effect of breaking Arcane Linguist's function for speaking the tongues of allies. - As of patch 10.0.2, this ability does not work for Draconic, despite it being the racial language of dracthyr.

Patch 8.1.5 (2019-03-12): Arcane Linguist now allows you to comprehend the languages of the Allied Races.
