Snowstorm the hippogryph is a 'mount' loaned to the player character from Palena Silvercloud upon accepting the Stars' Rest version of 
[15-30] High Commander Halford Wyrmbane.
Snowstorm is only a part of the tour started by accepting the quest. The character has no influence upon the hippogryph, and is automatically carried from Stars' Rest to Wintergarde Keep.
